Consider object "collections" for tiered storage for pricing reasons

      WT-7151 briefly looked at the effect of object sizes on tiered storage.  We should further investigate, using some sort of object "collections" or "archives" as a way to optimize our storage costs.  There are ways to do this so that the packaging can be entirely done when objects are pushed to the cloud, and all or parts can be unpackaged as needed when retrieving from the cloud.  Additional configuration options can be used by WiredTiger users to indicate which objects can or cannot be grouped together.
