The BUILD team is recommending an upgrade of workstations to ubuntu2204-workstation-arm64 alongside our migration of evergreen testing to predominantly ARM machines.

This causes some minor issues in s_clang_format as the default platform version of clang-format is 12.0.1, and our backup solution to download binaries currently only works for x86 binaries.

Instead of upgrading to 12.0.1 (currently tracked in WT-10619) we will add aarch64 binaries to the S3 bucket and tweak the script to download these binaries.

Also as part of this work I'll also document the steps to add new binaries and add it in the s_clang_format script.
