We have a handful of cmake_minimum_required lines in our code. Most of these specify VERSION 3.10.0 however a few locations specify 3.13, 3.16, or 3.0. We also have a comment in our Tool, compiler and language standard versions wiki that specifies we need at least 3.19.2 to support M1 Macs.

We should decide on a minimum version and apply it in all locations. 3.21.2 seems like a good candidate as this is the version available in the mongo v4 toolchain.
