Disable test_checkpoint_snapshot05 on windows-64

      We are seeing repeated failures of the unit test test_checkpoint_snapshot05 on windows-64. These failures are captured in WT-11492.

      As it does not currently appear likely that WT-11492 will be solved quickly, this ticket will disable test_checkpoint_snapshot05 on Windows in the meantime. The test will be re-enabled by WT-11492.
