Investigate test/format failures with `ops.throttling` enabled

      Both BFGs use ops.throttling=1 and may be caused by WT-9990.

      Preliminary investigation shows that:

      • In BFG-2108271 the test ran for just ~0.4 seconds when it was aborted: "WiredTiger Error: __wt_abort, 28: aborting WiredTiger library".
      • In BFG-2110554 iteration 4/5 ran for 16 minutes when it got a segfault: "bash: line 57: 10202 Segmentation fault (core dumped) ./t -h RUNDIR_1 $first_run_args".
