Currently in the evergreen yaml file, we test azure and gcp tasks in one evergreen tasks and we then test s3 on a seperate evergreen task. There is a ton of duplicate code around this, and as a quick win we can combine these tests together to reduce code complexity and improve evergreen to be more compact. We should also evalulate whether we still need the s3-tiered-test-small task, as it only tests tiered06, my belief is that we don't need it, and we should be running all tiered in our pull request anyways.
