This ticket is to investigate and fix Cache stuck on slower machines (PPC and ARM64).

One observation is that in most of the failures, the configured cache sizes are very small.
Below are some of the cache sizes from the failures.

Attached the screenshot of FTDC data, where a couple of stats starts like server skips pages that are written with transactions greater than the last running, server skips trees that are configured to stick in cache starts increasing before the cache stuck, it could be related to WT-11805.
