The modularity has proposed we locate module-level unit tests inside the components src folder. For example `src/evict/unit_tests`. This needs to be discussed and confirmed with the testing team.

This discussion might also extend to other tests - python, csuite, etc - but doesn't need to. If we get agreement on the unit tests but not other tests we can spin up a new ticket for discussion at a later date.
