Take the list of steps in the modularisation plan (phases 1.1 through 3.4) and refine them into concrete steps so that in future a developer can follow them to modularise a new component. The steps current contains suggestions for what to look for, and we should break this down into a list of actionable steps - preferably with example tickets.
