The `prototypes` dist script should respect functions' and structs' privacy declaration.

      Function prototypes are currently being distributed across "public" / "private" based on the current callers scope and wi/wti prefix.

      This should actually be done based on the privacy rules derived from comment tags, functions name, file path, etc.
