This ticket is follow on work from Q3. Currently the block manager test plan only consists of core functionality and does not have two categories defined which a high value testing and low value testing. To follow on the modularity testing work, the developer should follow the modularity testing playbook and update the existing test plan accordingly.

• Expand the block manager test plan to cover the whole of the block manager 
• Identify high and low-priority categories of tests and then plan them, including tests to increase code coverage
