For Reconciliation Document, here’s the scope of this ticket.
1. Create a README file in the `reconcile` folder. This README will provide a high-level overview of the reconciliation process.
2. Outline the different parts of the reconciliation process, describing their responsibilities and functionality.
3. Do not expose any function names directly in the README. Instead, include links to the header files containing the function declarations.
4. Add detailed explanations of each API in the function comments.
5. Add a description of reconciliation to the Architecture Guide. See WT-7062.
