This ticket should add a new connection choice in timing_stress_for_test that allows users to opt into more waiting when releasing the schema table lock, very similar to how the
commit_transaction_slow option does this for committing transactions.

The purpose of this is to allow more ease in recreating the schema_lock_busy error case when calling WT_SESSION::drop
