Sean and I were looking at the perf_run_py code and there's a lot of areas where dev knowledge isn't written down. For example what the _0_0 means in the file path WT_TEST_0_0.

This ticket is to add docs that explain the high-level behaviour and make sure there are sufficient comments for a new reader to understand how the tool works.
