Create an ARMv9 variant for all ARMv8 variants in evergreen.yml

      As part of upgrading our testing to ARMv9 we want to perform a gradual transition to the new testing hosts.
      To achieve this the first step will be identifying all build variants in evergreen.yml that use an ARMv8 host, and creating identical variants that runs on an ARMv9 hosts. Both variants will run in parallel for a period of time until we delete the v8 variants in a later ticket.
