It would make more sense for this computation to be done internally in WT and returned through some connection-level API. It seems a bit odd that server is implementing this formula and will need to tune it when all the cache expertise is over in WT.

To avoid putting the project at risk, we can do it in server for now, but we should move this in the near term.
