Ensure PALI compilation fails with a sensible error message on Windows

      As part of WT-14571, ivan.kochin@mongodb.com pointed out that the CMake file for PALI will not work correctly under Windows. That's not the end of the world since we aren't supporting PALI under Windows, but it should at least fail with a sensible error message.
