Different scopes of salvage

      There are situations where it would be good to be able to have salvage recover databases that fail verification, but don't have structural problems that could lead to data loss.

      A specific example: A particular version of WiredTiger has a bug that leaves unreferenced free blocks in the database file. The bug is fixed in a newer version of WiredTiger. A database file was created that contains an unreferenced block before the bug is fixed.

      It would be good to be able to fix the database without running a full salvage, that might result in recreating old data.
