Add ability to control when bloom filters are created for LSM trees

      It is currently possible to adjust the settings for creating a bloom filter. It is not possible to tune when bloom filters are created (other than turning them off).

      Specifically, it might be useful to:

      • Enable creation of bloom filters on un-merged chunks.
      • Enable creation of a bloom filter on the oldest chunk.
