      The Jenkins Windows pull request builder is currently the "long pole" in Jenkins testing, both in terms of execution time and serial length.

      We should attempt to reduce runtime, and allow multiple executions in parallel.

      It would also be good if we can get rid of the custom code that supports parallel execution on Windows, and use the same model available on other platforms.
