Add statistics that track when timestamps are updated

      It would be useful to know two things about application controlled timestamps from the statistics:

      1) Is the application making calls to update the timestamp regularly.
      2) Are those calls actually updating the timestamp (i.e: are they moving forward)

      I think it makes sense to add statistics that cover oldest, stable and commit.
