Track the newest durable timestamp for each page

      Instead of tracking the newest start timestamp per page/tree, track the newest durable timestamp per page/tree. This doesn't change the timestamp information stored for key/value pairs, it changes the timestamp that is aggregated in address blocks on internal pages. Note that rewriting address blocks implies aggregating from the current "newest durable timestamp" forward, not from WT_TS_NONE.
