Remove round_to_oldest in favour of roundup_timestamps

      There is a round_to_oldest configuration option to WT_SESSION::begin_transaction and WT_SESSION::timestamp_transaction APIs. The option is to be deprecated in the favour of roundup_timestamps configuration option introduced by WT-4621. Also round_to_oldest is to be removed from the WT_SESSION::timestamp_transaction API.
