Fix release version compatibility test properly

      In WT-4767 we had a workaround implemented to pass the Python compatibility test regarding release log versions. Some follow-on works are needed to

      • Confirm if there is any real version compatibility issue with the cut of new wiredtiger release 
      • Fix the test properly (if needed)
      • Refactor the test code to make updating test work easier for new releases (if possible)
