We had a case where unit test test_dump_process_timestamp_old() in test test_util01.py should have been failing but instead was passing due to limitations in compare_file() function. The function incorrectly returns true for case where two files are not of the same size but have common content in start. 

This ticket will fix the the function and then enable the test.
