• WT-6136 Record incremental extent lists before merging them with earlier
  checkpoints.
  Add reproducer test that reads all blocks returned to make sure they
  have changes.

• Fix a comment.

• The function names were swapped vs. the functionality.

• Push the extent lists written as intermediate checkpoints are rolled forward to the hot backup.
  Enhance some comments to explain what's going on.

• Record incremental backup blocks before possibly skipping processing so
  we record them every time.

• Move the loop down into the block mod functions for checkpoint.
