alexander.gorrod suggested that test/format could have an option on some runs that "misuse" the timestamp API.  For example, moving the stable timestamp ahead of durable timestamps.  The purpose of this would be that the API does not crash (at least) - when we're in this mode, we wouldn't need to fail if we get bad results.  Not 100% sure this needs to be in test/format, that could be open for discussion.
