WT-7173 introduced the correct metadata for creating and using tiered storage.  

Until this point we have been creating tiered tables and cursors using the older style metadata from the initial LABS prototype.

This ticket is to update the cursor code so we can create tiered cursors with the new metadata.

When done we should be able to update the python hooks for tiered cursors, hook_tiered.py, and pass all the same tests.
