Perf regression - higher load time with perf evict jobs

      Jenkins perf testing was down for a short while, on fixing it the following trend emerges. The load time for btree has gone up in steps:

      A similar pattern of step-change in perf is seen in other graphs for eviction as well:

      Scope of the ticket:
      Investigate if there is any material change in the performance characteristics, if yes what change(s) are responsible for the same.
