Summary
We would like to have a separate verbose category for our storage source extensions. This is used when configuring WiredTiger's verbosity settings. We wanted to create a category similar to the current Tiered category.

This is to separate the debugging messages from that of Tiered Storage or other categories. 

Acceptance Criteria (Definition of Done)
A new category is created and changes are tested.
