Summary
We need to test WT_SESSION::alter with tiered storage. The easiest and most reasonable way is to extend existing tests with the new scenario.

Acceptance Criteria (Definition of Done)
test_alter01.py - test_alter05.py tests need to be enabled with a tiered storage scenario. If it reveals issues we should comment out the change, create a ticket to fix the issue, and leave "FIXME: WT-XXXX" comment in the test. The description of the ticket should mention the test it's related to, it will be used as a reproducer.
