See PM-2524 technical design doc. Develop a benchmark that confirms that local caching improves performance.  Try to get it working with dir_store (and maybe s3_store) builtin caches.  It will eventually be used for a caching layer within WT proper.  We expect this could be a simple workgen or wtperf run.
