See PM-2524 technical design doc. Develop a benchmark that that measures the performance of union tables vs regular WT tables, doing writes, point reads and read scans.  For the read tests, we'll want to put the data we are reading in some combination of memory cache vs local file vs shared file.  That will require a regular workload (via workgen?) with an appropriately timed flush_tier and/or connection restart.
