See PM-2524 technical design doc.  This effectively adds support to run/rerun any of timestamp_abort, schema_abort, test/format, test/checkpoint using cloud objects generated in previous runs.  Evergreen jobs should be adjusted or added accordingly.

Note that full implementation of -Pc may have to be deferred, as we haven't yet defined APIs for the accepting node.
