With `protectConnectionStrings` enabled, advanced connection options are hidden, not disabled

      Problem Statement/Rationale

      When the `protectConnectionStrings` setting is enabled we completely hide the `Advanced Connection Options` in the connection form. This can be confusing for folks wanting to use that way to edit the connection.

      For this ticket let's disable the advanced options and give a tooltip or title describing that they're disabled as a result of the setting.
