Remove topology.WithConnString

      topology.WithConnstring is a legacy option that was superseded by ClientOptions.ApplyURI. We should remove it in the next minor version release.

       

      CC ryan.chipman I think you've already filed a ticket for BIC to do the work to upgrade to 1.4.0 but I'm tagging you on this ticket in case there's any objections from BIC for this work.
