Apply libmongocrypt definitions to PHP_MONGODB_LIBMONGOCRYPT_CFLAGS

      In scripts/autotools/libmongocrypt/Endian.m4, some libmongocrypt-specific definitions are applied to PHP_MONGODB_BUNDLED_CFLAGS. If possible, those definitions should be applied to PHP_MONGODB_LIBMONGOCRYPT_CFLAGS instead.

      This dates back to db4fe3d (PHPC-2049) and 8a4670b (PHPC-2011) before it.
