Reenable Debug Integration Tests

      We disabled the debug integration tests to free up time and resources usage.  These should be reenabled when we have optimised our resource usage, either through self-hosted runners or efficient build caching.

      Currently the work in #4609 should enable debug testing in .github/workflows/integration-tests.yml by changing type: [Release] to type: [Release, Debug].
