Optimize CI run time

      Currently our CI is taking noticable time which we can try to optmize by:

      • Reuse pre setup docker containers instead of rebuilding them every time from scratch
      • Build libraries for the different platforms can be stashed and unstashed when testing instead of rebuilding the library on test stage by platform
