It looks like in some cases where d_split returns it could not find split points (i.e. returns 0) the chunk doesn't get marked jumbo and is attempted to split again and again.

depends on

SERVER-36525 If ChunkSplitter doesn't find enough split points, we should set the estimated chunk size to 0
