extend timeout in step_down_during_draining.js when waiting for new primary

      In step_down_during_draining.js, after executing a replSetStepUp command successfully, we should use a longer timeout when using ReplSetTest.waitForState() to check for the new primary because the existing primary may take a while to step down (due to slow heartbeats)
