Create a new test cluster command to create a non splittable collection

      The create collection command is currently versioned, and the exact necessary changes must be investigated, however, we should create a test command that will create a non splittable collection on a specified shard that will later on become the next version of createCollection. This work will resolve the dependencies from https://jira.mongodb.org/browse/PM-3229.
