      1. When a shard is removed or is transitionedToDedicated, ensure that no user data is left on the shard itself.
      2. Check to ensure that when shard is removed or is transitionedToDedicated, topology time is gossiped out to every cluster node correctly.

      This ticket is split from SERVER-90224, all checks in both the tickets are to be implemented in sync with each other.
