Add a new or Update checkMetadataConsistency server command to ensure that the shard to be de-commissioned doesn't have any user dbs/collections and nothing in the config meta data points to this shard.
It is similar to checks we are adding in server testing infra in SERVER-90224 and SERVER-90225.
TODO: open an atlas task to run these checks as part of de-commissioning.
