Align compiler flags between SConstruct and dist/client/SConstruct

      For example, we're not supplying the same calling standard between the C++ driver built by SConstruct and the test build of the C++ driver from build_and_test_client.py.

      Eventually this will all be rearchitected so that we don't have two separate places where C++ driver compiler flags live.
