Remove C++ driver client tarball and document new procedure to build C++ driver from primary DB sources

      We are eliminating the separate C++ client driver download in favor of making it easier for people to build the C++ driver from the main mongodb sources. From a code perspective, this is a trivial change to SConscript.client to remove the packaging of the tarball.

      Work will need to be done by the build team to update buildbots, and by the docs team in coordination with kernel team to document the new C++ driver build procedure and communicate to users that the separate C++ driver tarball no longer exists for 2.5/2.6.
