Upgrade/delete all AL2 variants to AL2023 or delete if such a variant already exists

      AL2 is no longer supported so we should be doing our required patch build testing on AL2023. Making this change will also make our AL2023 hosts hit max capacity so we would need to increase their capacity to meet of exceed the AL2 host capacity.
