Long recovery time after unclean shutdown with majority and oldest timestamps held back

      Executing the eMRCf_runner.sh tests with more than 7 growth iterations and enableMajorityReadConcern set to true results in a SIGAbort when shutting down the primary.

      The time to recover ("WiredTiger Opened" log message duration) is very long in comparison to a normal shutdown.

      Typically the reported restart durations for a normal shutdown were less than 2 seconds. In the case where there was an abnormal shutdown, durarions were of the order of 1000 seconds.
